i have trouble of hitting enemy's frigate.... all the medium blaster on my cruiser miss the target... i was thinking of putting a target painter or a Stasis Webifier, but other players said it is a waste of space.... is there anything i can do?
will it work if i change my medium blaster to small blaster? i heard smaller blaster has a greater tracking speed, and a smaller target's resolution...
but i always think that cruiser class ship should go with medium turret... so can someone give me some advice?

You say you use blasters for your missions? A more classic mission fit would be using rails so that you can shoot from further away. They have lower tracking speed though, but you'll be able to gun down smaller targets quickly before they swarm around you. Drones could help you out too. They aren't miracle workers but they certainly help out a lot with fast and small ships. Last thing you could do is fit an assault launcher or even a rocket launcher perhaps. No tracking means they always hit for some damage at least, even if it's not full.
The problem is..my ship does not have a drone bay and no launcher hardpoints...

I haven't really used either ship myself, but I can guess that your main problem is not the ship but your understanding of how to use it. Take a look at the tracking guides (look left, player guide). Also, invest in more support skills for your guns and double check that your training the right ones. Its a waist to fit the wrong guns on a ship that dosnt have the bonuses for it.
it is because blaster has a higher tracking speed than pulse laser...
